New Jersey residents need a valid state ID or driver's license for employment, housing, banking, and accessing benefits. Here's what you need to know.

Standard State ID

$11 for 4-year, $22 for 6-year

Required documents — bring all 6:

Birth certificate (original or certified copy)
Social Security card (or W-2, paystub with SSN)
Proof of NJ address (utility bill, lease, bank statement — dated within last 90 days)
Proof of lawful presence (US birth certificate, passport, or certificate of naturalization/citizenship)
Photo ID (if you have an expired license, school ID, or work badge — helps but not always required)
Name change document (if applicable — marriage certificate, court order)

Federal compliant — required to board domestic flights and enter federal buildings after May 7, 2025. Same documents as Standard ID plus:

All 6 standard documents (see left)
Proof of lawful presence (primary + secondary if needed)
Social Security number verified at MVC (they check the SSA database directly)
Camden County residents: Use the Cherry Hill or Camden MVC — both serve reentry clients

If you're unhoused or recently released with no permanent address, NJ MVC accepts an SSN Affidavit as your address document. The affidavit confirms your Social Security number — it does NOT track or report your address.

Get the SSN Affidavit from any NJ MVC office — it's a free one-page form
Sign it at the MVC window — no notarization required
Use a shelter address, your PO Box, or the address of someone you trust (with their written permission)
Your ID will be mailed — plan for 10-14 business days

Pennsylvania residents need a valid photo ID for employment, banking, housing, and benefits access. PennDOT serves all 67 counties.

Pennsylvania residents without a fixed address can use a shelter letter, a letter from a case manager, or a trusted person's address with written consent.

Obtain a letter on agency letterhead from your shelter, halfway house, or county reentry case manager
The letter must include your name and the shelter/agency address
PennDOT accepts this as your proof of address
Your ID will be mailed — allow 2-3 weeks for delivery

Expired ID Renewal — No Address, No Problem

If your ID expired during incarceration or you've been released and don't have access to your old address documents, here is the process to renew.

BOTH STATES

Expired NJ or PA ID — Step by Step

You do NOT need to start over. Both NJ MVC and PA PennDOT have streamlined renewal processes for formerly incarcerated individuals.

Step 1: Gather any document with your SSN — Social Security card, W-2, SSA benefit letter, or payroll stub
Step 2: Go to your nearest MVC or PennDOT center with your SSN document
Step 3: Request a "renewal/replacement" — tell the agent your prior ID expired and you need to renew
Step 4: If you have no address document, use the SSN Affidavit (NJ) or shelter letter (PA) — see sections above
Step 5: Pay the renewal fee — $11 NJ standard, $10.50 PA standard
Step 6: Update your address within 10 days of moving — both states allow online address updates

The New Jersey Department of Health and Senior Services maintains all NJ birth records.

Online: vitalrecords.health.nj.gov | $25 per copy, credit card accepted, 5-7 business days
By mail: Send application to NJ DPH, PO Box 370, Trenton, NJ 08625-0370. Include $25 check/money order per copy + copy of your ID
In person: NJ DPH local registrars in each municipality — Camden County Board of Health, Gloucester County Health Department
Turnaround: 2-4 weeks by mail; same-day at some municipal registrars with photo ID

PA Birth Certificate — Order From PA DOH

The Pennsylvania Department of Health maintains all PA birth records.

What If You Don't Know Where You Were Born?

If you were born in NJ — contact your county registrar in the county of birth, or the NJ DPH at (609) 292-4087
If you were born in PA — contact the PA DOH Division of Vital Records at (724) 656-3100
If you were born in another state — contact that state's vital records office (search "state birth certificate" + the state name)
If you don't know your birth state — your Social Security records may show the state where your SSN was issued, which is typically your birth state

Some counties offer free or reduced-cost photo IDs specifically for residents in need — including people experiencing homelessness, recently released from incarceration, or receiving public benefits.
