How to Register — 3 Options

Option 1: Online (Fastest)

The NJ online registration system accepts new registrations and updates existing ones. Takes 5 minutes.

  • Visit voter.nj.gov
  • Click "Register to Vote"
  • Enter your NJ driver's license or state ID number
  • Enter last 4 digits of SSN + date of birth
  • Confirm your county and residential address
  • Submit — you'll receive a confirmation email within 24 hours

Option 2: Mail-In Form

Print, complete, and mail the NJ Voter Registration Application to your county clerk.

  • Download from voter.nj.gov or get one at any library, post office, or MVC office
  • Complete in blue or black ink — all fields required
  • Include your NJ driver's license number and SSN last 4 digits
  • Mail to your county clerk's office (not the state — county is the local elections office)
  • Must be received 21 days before election — postmark does not count

Option 3: In Person

Register at your county clerk's office, NJ MVC when getting your ID, or at certain social service agencies.

  • Bring your NJ driver's license or state ID

  • Can register when you visit NJ MVC to get your ID

Note: NJ generally does NOT require ID to vote at the polls if you are registered — but bring your ID just in case your registration is challenged. If you registered online and provided your driver's license number, you are all set.

Pennsylvania Non-Violent: Rights Restored Upon Release

Pennsylvania does not disenfranchise people with non-violent felony convictions. You can register and vote upon release — no waiting period, no petition required.

Eligibility requirements: U.S. citizen; PA resident for at least 30 days before Election Day; 18 or older by Election Day. Automatic Voter Registration (AVR) has been available at PennDOT since September 2023 — if you got a PA driver's license or state ID at a PennDOT center after that date, you may already be registered.

Mail-In Ballot (No Excuse)

All PA voters may request a mail-in ballot — no reason required. Application deadline: Oct 27, 2026 at 5 PM for the Nov 3 General Election. Apply at vote.pa.gov/Register.

Option 2: Mail-In Form

Print and mail the PA Voter Registration Application to your county board of elections.

  • Download from vote.pa.gov/Register or get from any library, post office, or PennDOT photo center
  • Complete in blue or black ink
  • Include your PA driver's license number (or last 6 of SSN) and SSN last 4 digits
  • Mail to your county board of elections — Philadelphia: 520 N Columbus Blvd; Camden County has a different board per township
  • Must be received 15 days before election — not postmarked (October 19, 2026 for the November 3 General Election)

Register at PennDOT when you get your photo ID, or at the county board of elections office.

Delaware Must Complete Full Sentence to Vote

Returning citizen voting rights — full sentence required

Delaware restores voting rights only after you complete your entire sentence — including prison, probation, and parole — for non-disqualifying felonies. Certain serious felony convictions result in permanent disenfranchisement unless pardoned. Once your sentence is complete, you may register and vote; no separate petition is required for standard felonies.

Important: No Vote-by-Mail in General Elections

  • Delaware does not allow universal vote-by-mail in general elections. The Delaware Supreme Court struck down the 2022 mail-in voting law in December 2022 (Albence v. Mennella).
  • Absentee voting is still available if you have a qualifying excuse (illness, disability, travel, work schedule conflict). Apply at elections.delaware.gov.

Early Voting in Delaware

  • Any registered DE voter may vote early — no reason required. Early voting runs for 10 days before every election.
  • 2026 Primary early voting: Sep 2–5 (7 AM–7 PM), Sep 8 (7 AM–7 PM), Sep 9–13 (11 AM–7 PM). Closed Sep 6–7 (Labor Day weekend).
  • Vote at any early voting site in your county of residence. Find sites: elections.delaware.gov/elections/votinglocations.shtml

Closed Primary — Party Registration Required

Delaware has a closed primary. To vote in the September 15, 2026 Primary, you must be registered as a Democrat or Republican. Party change deadline: May 29, 2026. Change your party at ivote.de.gov or your county DOE office. Unaffiliated / independent voters cannot vote in the closed primary.

What If Your Registration Is Challenged at the Polls?

If your name doesn't appear on the voter roll when you arrive to vote — or if a poll worker challenges your eligibility — you have the right to cast a provisional ballot. A provisional ballot is a regular ballot that is held aside and counted only after your eligibility is verified.

  • You CAN vote provisionally if you believe you are registered but your name is missing from the list
  • You WILL be notified within 7 days after the election about whether your provisional ballot was counted
